In a one quarterback league only twelve quarterbacks start each week and the scoring gap between the third and the tenth is usually smaller than the gap between the third and tenth running back, so quarterback is the position where waiting costs the least.

What changes in this view
Quarterbacks score differently from everyone else on the board: almost all of their points come from passing yards and passing touchdowns, and interceptions take points back off. In a one-quarterback league only twelve of them start each week, so the gap between the third quarterback off the board and the tenth is usually smaller than the gap between the third running back and the tenth.
This view keeps only quarterbacks and re-numbers them 1 upward in the order drafters are taking them, in PPR scoring. Catches do not change a quarterback's score, so PPR, half-PPR and standard rank quarterbacks almost identically.
How to draft quarterbacks this season
Quarterbacks score from a different set of events than everyone else on the board: passing yards and passing touchdowns do nearly all of the work, interceptions take points back off, and rushing yards are the one input that separates the very top of the list from the rest. Because every starting quarterback throws the ball on most of his team's meaningful plays, the floor at this position is higher and flatter than anywhere else.
That flatness is the entire strategic point. In a one quarterback league only twelve of them are starters in any given week, so the useful part of this list is short, and the distance between the third quarterback drafted and the tenth is usually smaller than the equivalent distance at running back or wide receiver. Spending an early pick here buys a smaller edge than spending the same pick on a position where the drop is steep. This is why so many drafts leave quarterback until the middle rounds and why that is usually correct.
Reception scoring does not apply to a quarterback, so PPR, half PPR and standard order this list almost identically. The format that does change it completely is superflex or 2QB, where a second quarterback slot roughly doubles the number of starters and pulls the whole position up the board.
Where the tier breaks fall, and what they mean
The first tier break at quarterback usually falls after the small group who both throw and run, because rushing production is the one input that reliably separates quarterback scoring. After that the tiers are long and flat, and a long flat tier is a direct instruction: take the last name in it rather than the first, and spend the picks you saved on a position where the drop is real.
