California is the largest US state without legal sports betting. Two ballot measures in November 2022 — Prop 26 (in-person at tribal casinos and racetracks) and Prop 27 (mobile via national operators) — both failed by wide margins.
Prop 27 was particularly heavily defeated, with tribes campaigning hard against an operator-led model. Any future legalization will almost certainly require tribal sponsorship, and most observers think 2026 or 2028 is the earliest realistic timeline.
Daily fantasy sports (DraftKings, FanDuel) operate in a legal gray area under existing law but are widely used. Offshore sportsbooks are not regulated and not recommended.
Outlook: tribal-led mobile compact remains the most viable path, but negotiations are slow.
