Florida's market is one of the most contested in the US. After a 2021 tribal compact with the Seminole Tribe granted them exclusive rights to mobile sports betting, federal litigation paused launch until November 2023 when Hard Rock Bet went live under the tribe.
Hard Rock Bet is currently the only legal mobile sportsbook in Florida. National brands like DraftKings and FanDuel are not available. Retail sportsbooks operate at six Seminole casinos including Hard Rock Tampa and Hard Rock Hollywood.
Minimum age is 21. The Seminole Tribe pays Florida a revenue share under the compact in lieu of a traditional tax rate.
Outlook: legal challenges continue, but barring federal Supreme Court action, the Seminole monopoly is likely to remain through 2030.
