Delaware launched single-game sports betting on June 5, 2018 — the first state after Nevada to do so post-PASPA. Mobile launched in 2021, originally operated by 888 and now by BetRivers under a 2023 contract with the Delaware Lottery.

The state operates a monopoly model: only one mobile sportsbook (BetRivers) and three retail sportsbooks (Delaware Park, Dover Downs, Harrington Raceway).

Tax rate is the highest in the country at 50% of gross gaming revenue, which limits operator promotions and price competition.

Minimum age is 21.
